As a primary school teacher and leader, I attended and delivered many courses.  The training I remember most was: fun, interactive, informative, creative and could be used in a practical way once back at school.  None of the courses were followed up!

Therefore, it would be possible for someone to attend a course and do absolutely nothing as a result of the training received.  My courses offer an optional follow-up programme.  This means that action plans are created and impacts evaluated.

For example, if someone attends a course on time management, they will be accountable to the organisation/school for demonstrating improvements as a result of participating in the course.  This ensures value for money and also empowers delegates.  Staff feel valued because they will know that, as a result of attending the course, they will be able to make a difference on returning to their setting.
